Not so much a comment on which story I think should go first (which is of no interest to anyone, not even me), but I always felt the first page of Turjan of Mijr set the scene for the atmosphere of the Dying Earth perfectly, what with the red rays of the dying sun as rich as ruby wine… latter day night falling over the dark forest in accordance with the old ritual... Or however it goes (it goes something better than that, of course).
I like the description of Mazirian's garden as much, if not more, but the timelessness of the setting comes through, for me, more from page one of Turjan than it does from Mazirian. Or maybe it’s just because that first page of ToM was my first experience of The Dying Earth. If my first copy of The Dying Earth had Maz in first place, no doubt I would feel differently…
